Also , How can I enable validation on Customer Portal. Because I want user to enter their billing address along with Credit card detail.
What kind of validation are you referring to here? In customer portal, customer should be able to update their billing address: https://stripe.com/docs/customer-management/configure-portal#customer-billing-configurations
However, ensuring the billing address is always collected upon entering credit card details is not configurable. Stripe will only prompt to ask billing address when needed

As per my own testing, it seems like customer portal only collects zip code for US, but not full billing address. Unfortunately, customer portal doesn't support the configuration to always collect billing address upon adding a new payment method. Can I suggest writing in to Support https://support.stripe.com/contact, so that they can share the feedback to the relevant team?
