Yeah I mean there's a few ways you can achieve this, so it's up to you. You can do pause subscriptoin, subscription schedule, or even use negative value invoice items to create 3 years worth of invoices after each successful payment so you're effectively billed every 4 years
Really up to you on what you want to do
Actually subscription schedule doesn't really solve for this
At least not if there's no definitive end date for the subscription
Would recommend either pausing or negative invoice items to credit the customer

If the amount is negative it acts as a credit/discount: https://stripe.com/docs/api/invoiceitems/create#create_invoiceitem-amount
So after the first payment, you'd create one to credit the customer for the next 2 years (assuming every 4th year you want them to be billed)
Then do the same after every 4th year
