So lets say you come to our website and made a purchase for 20USD plan which gives you 100 credits of apis per month and 3 apis / 1 USD

20 USD will be taken upfront and 100 credits will be given to you

#

You have used 100 API requests now we dont want to lock your account or force you to wait for next month, but you can still use the APIs and now it will be billed based on 3 apis / 1 USD

So lets say you used 30 API requests, then next time your payment would 20 USD + 10 USD = 30 USD

Can I do this in one invoice?

Currently I am using custom logics like running counter on the weberver and one subscription with has fixed pricing.

Should be possible with usage based pricing, sure. You can set a flat fee ($20) for the initial 100 units (API requests), and then charge a unit amount for every request over the initial 100 units
