Yes, its because its a UK account

From the docs you linked:

Cross-border payments: For non-EEA markets, you can’t offer a currency outside your borders. For example, a US merchant can’t present EUR to accept Klarna from a DE buyer.

CA accounts can offer CAD klarna payments
