Otherwise it likely means that the connected account involved in the request is having requirements issues
You likely didn't understand you had to provide lots of information to have the account accept payments
I am using a stripe integration from another api website, and they said to just put in the test info

Ah no then it really means what I said earlier and your account is likely blocked
