@dawn idol ACH Debit only works on US-based Stripe accounts today unfortunately. We hope to add support for this in the future

Is there a way to add a 3rd party like Rotessa and integrate that into Stripe even though it takes payment?

No idea sorry, I have never heard of Rotessa so can't really speak to that. But no as a Canada-based Stripe account you can not accept ACH debit payments
