At the moment, US accounts are restricted to only making USD payments through that payment method

That being said, unfortunately I don't think stripe account to stripe account fund flows are supported in Stripe in general. For US accounts you may be able to debit them and then transfer funds to other accounts, but I am not sure if we support that and we definitely do not support debits for non-US accounts
