That field controls whether to show a postal code or not so it's quite important. You can disable it with https://stripe.com/docs/js/elements_object/create_payment_element#payment_element_create-options-fields-billingDetails-address-country but you have to explicitly pass the country/postal code on confirmation. Play with it in Test mode
