#1 correct but we are finally working on it so hopefully will be public in a few months (but I've said that before and we never finished). We do have a beta so you could ask for beta access to our support team: https://support.stripe.com/contact/. But otherwise, Dashboard only for now.
#2 "mostly", some emails are not sent but we are working on fixing this. They were originally only aimed at successful invoice payments. I'd recommend chatting with our support team for more details though, we don't know much about Dashboard flows or emails here unfortunately

No sorry. I know it's a pain, 99% of support doesn't know anything about any betas 😦
