ok, fair enough. this doc describes that you can create an allow list of ips, customer ids, etc. https://stripe.com/docs/radar/lists

but on the rules page it appears that the only actions the rules support are blocked and review, not allow.

in fact "add allow rule" is disabled when i click the "Add rule" button under radar settings

Ah, I think it's something you need to write in to get enabled (https://stripe.com/docs/radar/rules#allow-rules)
