Yes, this is the desired behavior - the requires_action status means that 3DS hasn't actually been completed, and you need to bring your customer on-session to complete 3DS. Once 3DS is done, then you should see a deline for insufficient_funds and the Payment Intetn would go bacck to a status of requires_payment_method

Hmm... can you try to create the Payment Intent again but don't set setup_future_usage and set off_session: true?
