i just found a link on stripe

it seems like stripe not supported for custom accounts for Brazil as account country and platform as US

Yep that does look to be the restriction for the moment. I am getting the same error when I try this from my US test platform

Our support team should be able to help you understand if you can support Brazil connected accounts

It looks like this just isn't supported for US platforms at the moment. Brazil is not listed as a country that supports cross border payouts https://stripe.com/docs/connect/cross-border-payouts
So I think you will need a Brazillian platform account to be able to create and manage Brazillian connected accounts
