there's the requirement that confuses me:

Donations: a donation must be tied to a specific charitable purpose that you’re committing to accomplish. You may not accept donations on behalf of someone other than yourself (but may have another person fulfill the charitable purpose on your behalf) and donations must be used for the charitable purpose described to the donor.

But what if donation is being made to a streamer?
