Not directly, only platform can transfer funds to a connected account. If the connected account is of type express or custom, you can use account debit (https://stripe.com/docs/connect/account-debits) to move funds from a connected account to platform, and then transfer from platform to another connected account.

Debiting Express and Custom accounts

With Connect, your platform can directly debit the Stripe balance of an Express or Custom account.
