I've migrated payment methods to Stripe checkout
And found that, the eligibility based on the merchant country and the payment methods enabled on the merchant Stripe dashboard.
My concern is whether Stripe determine the eligibility based on the end customers(buyers) country
What eligibitlity do you refer to?
I mean on what basis Stripe display payment methods on Stripe checkout?

It depends. for example, Google Pay and Apple Pay are not available for customers in India.
