Seems like 2/2 times when different customers try to pay with PP it results in incomplete payment

Yeah, it looks like the customer just didn't follow the redirect to Paypal to authenticate.

Could it be that they paid but just didn't redirect back?

They wouldn't have paid if they weren't redirected back, as far as I can tell, but it is possible that they authenticated and then closed the window or something similar

I had a webhook to listen payment intent success action

I found a PaymentIntent that was updated but never uploaded to my database
