It is possible on this settings page https://dashboard.stripe.com/settings/billing/portal

Under "subscriptions" there is a setting where you can define what products customers can switch betwen

And there is a setting for quantity rules on each product added there

Unfortunately the pricing table does not support a minimum quantity like that

If you switch to payment links, they do support customizing quantity like this
