ie create a new setupintent without on behalf of passed
And then also don't pass it on the payment intent
Settlement merchant should match for both

Yeah settlement merchant just has to match
So if you use obo on the setupintent then it has to be on the PI too

In the examle you provided above the PaymentIntent did not include OBO https://dashboard.stripe.com/test/logs/req_ziWxro8wOZIkxZ
But the Setup Intent did: https://dashboard.stripe.com/test/logs/req_mmbMcEhNSgvXId
If you are saying this approach does not work even when you provide OBO on the Payment Intent, please provide an example request where you create that Payment Intent
