And then also don't pass it on the payment intent

Yeah settlement merchant just has to match
So if you use obo on the setupintent then it has to be on the PI too
but when I use on behalf of even in both setup and payment intent later it doesn't work

But the Setup Intent did: https://dashboard.stripe.com/test/logs/req_mmbMcEhNSgvXId
If you are saying this approach does not work even when you provide OBO on the Payment Intent, please provide an example request where you create that Payment Intent
