I don't think that error is indian specific. Maybe the user tryied to use a card not suported by Stripe? https://stripe.com/docs/payments/cards/supported-card-brands

This looks like a Checkout Session? Do you have the Checkout Session ID or URL?

I'm not sure, for decliens in live mode I recommend asking Stripe support directly. Make sure to include the request ID I found above.
