If you already have an email chain for the App review, I think requesting clarification directly from the reviewers would be my first recommendation

I haven't submitted it yet - I paused when I started to suspect that the questions it's asking (and forcing me to answer to submit) don't really apply to my situation.
(knowing that you don't have insight into the review process) - I could submit with an explanation in the testing plan that the App is for API access only and doesn't have any stripe-side UI functionality.
Any way to know if that's a good plan?

Unfortunately not. For testing credentials I think they would need to be able to test the API calls your app would make. Is that possible?

Not directly, no, as we have an asychronous integration which fetches data from Stripe for further processing by our systems

Then I think providing an explanation and submitting is your best option
