a payment is blocked by stripe and support team asked us to disable the rule via the Dashboard and run the charge again. But im not able to find this option

Hmm yeah you really should work with our Support team on that as we don't know much about Dashboard functionality here. We focus on that API.
That said, you likely want to look at https://dashboard.stripe.com/settings/radar/rules in your Dashboard, as that is where your Radar rules are set.
