Yeah that's not possible
You can't "reverse a transfer reversal"
So as you noted, you would have to make another transfer, which you can't do here due to cross border limitations.
so if I understand correctly, I would only be able to do this if the connected account is in EU as well I suppose
for all other cases, it would be best for us to wait until the dispute is lost, so I only do the reversal in this case
is this right?

Sorry to go back to this topic, I'm discussing this with a colleague that assures me that we were told by Stripe that it would be OK to move funds between platform and connect accounts, that here cross border limitations would not apply
keep in mind that we are using destination charges on behalf of and the payments are already succeeding in the first place with these accounts in different regions
so I don't really get why there is a different criteria when manually creating a transfer
Because you are the merchant of record at that point and moving funds to a Connected Account in another region, which is prohibited.
It is not the same as destination + on_behalf_of where the on_behalf_of specifies that the Connected Account is the MoR and funds are going straight from the customer to that Connected Account.
I don't really have any more to say about the regulatory side -- we focus on the API. But I guarantee you that it isn't possible to perform this cross-border Transfer and it is not the same as the initial destination + on_behalf_of money movement.
