For PaymentIntents I can retrieve stripe fee through BalanceTransaction. I want to know is there a way to get a fee from Inbound/Outbound Transfer, Outbound Payment when the Transfers succeeds (webhook). Or Stipe apply fee monthly for all transfers

hmm I have no idea either sorry(our team has zero training or knowledge on this product). I'd suggest reaching out to the people at Stripe you worked with to get access to Treasury and hopefully they can help, or reach out to https://support.stripe.com/?contact=true to open a support ticket to get routed to the experts!
