You'd need to use a card that will succeed (like 4242) and capture_method: 'manual'. If you use a test decline card then it'll decline as you're experiencing

Silly question, but is payment status = uncaptured the same as payment status = declined? I can successfully manually reproduce a payment status of declined or succeeded or incomplete but not uncaptured.

No. An uncaptured payment is synonymous with an auth/capture flow (placing a 'hold'): https://stripe.com/docs/payments/place-a-hold-on-a-payment-method

Place a hold on a payment method

Separate payment authorization and capture to create a charge now, but capture funds later.
