It shouldn't be. Can you share your development website, so that I can take a look?
The issue is that it has been impacting our customers for last few days and is impacting their businesses
I auto-fill the card information and the billing address details aren't reset though
Can't reproduce the issue you're describing
It's resetting the elements in the early screens
If you click back twice to the first screen, you'll see the "Checkout as" box empty
That's the only one that is getting impacting
Some people including mine is resetting as blank
Are you using link or autofilling from browser?
