I'm not entirely sure what you mean by "deduct the balance". But yes they will get money in their CashBalance and then you can refund it https://stripe.com/docs/payments/bank-transfers#refunds

I would simply like to remove it and enter it in our system as a balance without it being available in stripe.

That's not really possible, it's real money you can't just make it disappear and track it yourself as that as I'm aware.
