I noticed there's a skip button when I create a Standard Account from the dashboard UI, but this button doesn't show up when I navigate to the link returned by the API

If the onboarding url is generated from a test api key, and I complete the form, does Stripe actually create a new prod account?

No, this account will only be created in Test mode if Test API keys are used
