You would create a Invoice Line Item to represent the fee. This could either be recurring or a one-off amount.

Ok, thank you. But for #2, techincally speaking, is there is no way to make a coupon not impact the tax base?

Not that I am aware of in the API. You can see there is no parameter to configure tax behavior here: https://stripe.com/docs/api/coupons/create
