Are you referring to Checkout?

Customer portal is just for adding a card, not processing payment, so no tax rates would ever be used

However, it is possible for a user to "manage his plan" through the customer portal, and thus make a purchase.
So I don't understand why tax rates don't appear here.

Could be many things

Would need the subscription id to be able to look into it

And the customer portal configuration id

And some info about what plan you're trying to upgrade the subscription to
