I created a test connected account. How do I let the connected account access the express dashboard?
You can have them login here: https://support.stripe.com/express/questions/how-do-i-login-to-my-stripe-express-account

The test account doesn't seem to have an existing email, so I'm unable to login
account id: acct_1OB37gPqx7NAvRAr
You'll want to create an Account Link in order to send them through onboarding in that case. This is mentioned in the steps for onboarding Express accounts here: https://stripe.com/docs/connect/express-accounts#configure-onboarding
I already created an account link and completed the onboarding
I can see the account in the "connected account" section with the account being "enabled
You have to add an email during the account creation if you want to be able to login to the Express dashboard. Since this is test mode, you would then need to create a Login Link for that Express account to see the Dashboard: https://stripe.com/docs/connect/integrate-express-dashboard
In live mode, is it sufficient to ask the connected account owner to log in at https://connect.stripe.com/app/express instead of creating a Login Link for them?
If they added an email, yes
