AFAIK it means you can not use gb_bank_transfer since you are not a UK-based Stripe account

I think you have to have a UK Stripe account

not sure though, probably best to reach out to https://support.stripe.com/?contact=true. Our docs don't seem clear on this and the error message is quite low quality
