This is likley a time-based thing

In the Dashboard have you set it to UTC?

The API will always use UTC

But the Dashboard localizes by default

I thought so too, but then it's not consistent for all rows

for example, difference between 2 same records is 6hr53mins and other 2 same records is 18hrs

Okay so this relates to IC+ fees

So yeah, sorry, we really don't know anything about the Dashboard as we just focus on the API. I really don't know why there would be a different timestamp returned via the Dashboard if it is the same report type.
