AFAIK it's from the available balance
when you try to do a refund and you don't have enough funds you will get an error stating that you don't have enough funds in your available balance to cover the refunds
in fact, we are a platform that manages our partners' wallets. When a customer pays on our platform, we receive the funds into our own wallet, deduct a commission, and then transfer the remainder to the partner's wallet.

if you want the refund amount to be deducted from your Connect account you need to do add the reverse_transfer param as described here https://stripe.com/docs/connect/destination-charges#issuing-refunds
We are not in that scenario because we receive the funds into our wallet, and then we transfer them to the partner's wallet. So when we refund the customer, the funds are refunded from our own wallet.
