As far as I can see there is not a way to check this on Account objects in the API. Am still looking further and will get back to you
There is a Tax Settings endpoint if you call it with the connected account's ID as the Stripe-Account header you can see if the account has Stripe Tax active https://stripe.com/docs/tax/settings-api?tax-integration=connect-platform#checking-settings
