Please refrain from pinging our team members, we move through threads as quickly as we can but pings tend to pull our attention and slow us down.

That account wasn't given the card_payments capability. You can see in the request that was made to create the Account that only the transfers capability was requested for the account.

I'm not sure, when I create test Express Accounts from there the accounts are inheriting the capabilities set in my settings, and card_payments is there. I'm not sure what you're doing differently or what is configured differently about your account.

I would recommend double checking the settings (in test mode) for your Express Connected Accounts and ensure you have the desired capabilities set, and then creating one more account. If that still doesn't do what you're hoping, I would recommend reaching out to our Support team who is more familiar with the dashboard side of these flows.
