Hi there, so if I understand you correctly, you want to use cross-border payouts to make payouts to your connected accounts?

I think so! We want to be able to send funds from our US platform to connected accounts (US and other). I'm not sure if cross-border payouts (the distinction between Payouts and pay outs seems to be blurry) is the correct mechanism at this point (I've been stuck on this for the last ~5 days)

Is your account based in US? because cross-border payout is a only for US based platform.

No. This is the problem I outlined in my original message.

When I try to create Accounts with the recipient service agreement, I get an error that tells me

Your platform needs approval for accounts to have requested the transfers capability without the card_payments capability. If you would like to request transfers without card_payments, please contact us via https://support.stripe.com/contact.

When I contacted stripe Support to get transfers without card_payments, they told me to add card_payments and did not enable transfers without card_payments.

Attempting to add card_payments then yields this error:

You cannot request any capability other than transfers for accounts that are under the recipient service agreement. For more information on recipient service agreements, see https://stripe.com/docs/connect/service-agreement-types#recipient.

Thanks for the ID. Yes recipient service agreement only allow transfers capability.

Yes. This is my fourth time explaining it all.
