this link and also tired out using the code
like adding billing information by creating new customer it did not work

The error message is quite descriptive.

our company is based in indian and we are also testing the payment using indian card, so I suppose that's why its failing, so then how can I manage both INR and USD tranactions?

If you look at the error message, it says that if the billing/shipping address is outside of India, it's not a problem.
