In test mode you can use the link at the bottom o this page: https://dashboard.stripe.com/test/settings/connect

In live mode it's not possible to do it in the dashboard.

What do you mean? If you want to use Stripe Connect you'll need to write some code.

Suppose I have Stripe A platform and there are connected account then I have Stripe B platfrom, if I want to shift all connceted account from Platfrom A to platform B then how can I do that?

You can't. You'll need to re-create all connected account on platform B.
