Not exactly, no. All of the test ACH numbers here will have charges that move to pending and then will either succeed or failed. The failure isn't immediate; the PaymentIntent will still move to processing first

ACH debit is an asynchronous payment method so you really won't get immediate payment errors in production for this payment method type
