Are the services that the user is saving on subscriptions themselves? Or are they one-time things?

If they are subscriptions themselves that also bill monthly, you can do this via a subscription where you create Prices that are 25% of whatever they are subscribed to

If they are one-time things, I think you could create a $0 subscription and add one-off invoice items as you go

And for a combo of both, you could do a combo of subscription Prices and one-time invoice items

These are the specifics :

So what I’m after is the following with regards to 25% monthly membership cost.
Customers will have the following to accept when a proposal is submitted by the vendor.

  1.   Current estimated yearly spend
    
  2.   New estimate yearly spend
    
  3.   Estimated yearly saving
    

These are manually entered by the vendor and accepted by the customer with the proposal.
With the estimated early saving amount being added by each stream.

The monthly membership cost for the customer will be the estimated yearly saving / 12 months = customer monthly membership cost which is automatically taken out each month by stripe.

The more streams that have been enabled and the more saving acquired will therefor increase the monthly membership. If there is no saving there will be no charge

Question to stripe is whether we could have a dynamic charge to customers. This won’t be each month however whenever they have signed up to a new expense stream.

Ah, so it is the same price each month, but that price will be pretty unique to each subscription?
