This is Payment Links, right? Not the Customer portal?
As far as I know you don't have control over the paymetn method order through Payment Links
No this is Customer Portal
Even if it's the customer portal, you still wouldn't have control over that order

What about letting users manually enter their ACH details?
Im not seeing that on there either
If you click on "US Bank Account" you should see a Enter bank details manually instead option near the bottom
Aha, so this one is actually for the customer portal (the buy.stripe.com screenshot you had before wasn't(
It looks like right now this isn't supported through the Customer portal, just through Checkout/Payment Links
