No it isn't possible to have Standard accounts with a recipient ToS. Accounts under the recipient ToS have very limited capabilities and the Standard Account is essentially a fully privliged Stripe account that is connected to your platform.
Hmm, well then how in the world does Medium's Partner program work ? They're doing cross border payments with standard connected accounts. Is it possible they have some kind of special agreement with Stripe ?

They are certainly not doing direct charges. Direct charges is when you take a fee of subscriptions like the Substack model. But that is not how the medium parter program works. The medium partner program dynamically transfers payouts to users based on the success of their content. The medium charge and medium payout are completely decoupled.
I don't know specifically how Medium's integration works, but you're right that if that's what they're doing it's lkely not direct charges - you can try checking with https://support.stripe.com/contact to see if there's a private feature that fits what you need, but there's no guarantees
