Are you able to run the request successfully in testmode? My suspicion is that it's blocked in livemode until you request and are granted access to Bank Transfers:
https://dashboard.stripe.com/settings/payments

yeah testmode works fine which was one of the reasons I was surprised.

Just clicked the button to request access in livemode.
