If we have a few thousand subscriptions that bill at the exact same time, should we expect all those webhooks to be sent at once

It wouldn't be at exactly the same time (since internally we have limits on how many subscriptions we could process at once) but yes, you would expect a high number of webhooks to be sent at aruond the same time
