neither, that field is specifically if you pick an exact timestamp to cancel the subscription at

When a user cancels, I'm guessing this field is populated
You, the developer, set cancel_at, that's all
Anything else wouldn't set cancel_at

As this is what our support rep is using to cancel a users subscription on their behalf manually
Try it in Test mode that way you'll get the answer for sure
