No, the Customer Balance only applies to a single Customer.

The parties involved are my company, the user and a strategic partner.
My company is the one that manages the subscriptions.
The user is the one who enjoys the SaaS product.
The strategic partner is responsible for paying for the consumption of a group of users.
So, we need to know how much to charge through Stripe billing subscription from the user but charge it to the strategic partner's account.
It sounds like the only two parties involved in the actual flow of funds are you and the strategic partner, in which case you would charge them like a regular customer.
To put it another way, the users aren't involved in any of the money movement, so I don't see how they would be a factor?
I believe that the users are a factor because in their accounts we manage the subscription, product changes, upgrades, downgrades, charge dates, etc. Stripe billing tells us when and how much to charge each user and we charge the strategic partner.
That's not really how it works. Stripe Billing, meaning a Subscription, tells you how much to charge the Customer. We don't support charging someone different, you have to charge the Customer the Subscription belongs to.
Can you tell me more about what you mean when you say "in their accounts"?
