does this mean that i can only change the billing cycle before the billing date?

Yes, unfortunately. To push it back I think you can either give the user a free trial that ends when you want to resume billing, or do something like set up a subscription schedule that starts a phase now and then ends its phase when you want the new anchor to be. Though for the schedule solution you would need to issue a credit note or something so that the user doesn't pay again immediately for the current period
