I believe the thing you're missing here is actually paying the Invoice that's generated when you resume - for req_v75WD8hIVwbQ5z you can see in the response the latest_invoice is in_1O3NMMCxlassJY00bfZBw3qf. You need to pay that invoice for the resume to complete

When you resume through the Dashboard it pays the Invoice for you so the resume succeeds
