Hmm not very sure. Have they tried with multiple Checkout and can't open any of them in Test mode?

Yes, he tried with card payment and it stuck with loading. He tried with wechat payment, and the payment page seems to load fine, but generating the QR code is stuck as well.

Can you ask them to test on different network? ie mobile tethering?

It does look like a great firewall issue, not that you are lacking anything in config

I see. He did say that it might be that it is just unstable in China. But then I guess it is not a problem as long as it is not the problem in configuration.
