If you wish to ensure that Google Pay is offered as a payment method while using Stripe Tax in Checkout, you must require collecting a shipping address.
Can you try enabling shipping address collection?

Other payment methods you;ve enabled in general aren't supported for other reasons, like currency
The european payment methods arent supported for NZD payments
